Implementation Enablers N/A
SWEEP Score
  • Cost – Level 3 – Implementation cost of a smart fleet procurement system is less than $1 million, specifically, less than approximately $200,000.
  • Savings – Level 2 – Savings are greater than $1 million but less than $5 million per year (inclusive) per fleet (based on a fleet of 11 units). Savings are driven by the volume and type of ongoing Procurement Engineering and commercial grade dedication activities at each site.
  • Payback – Level 3 – Payback period is less than one year (inclusive).
  • Licensing Readiness – Level 3 – The PE PRO and QRI Tracker applications have already been implemented at nuclear power plants. No changes are required from a regulatory standpoint because the applications provide effective and efficient work load prioritization, tracking, and trending for optimized resource loading and fleet support of Procurement Engineering and Dedication work items, obsolescence and critical spares program items, and backlog items in conjunction with current procedures.
  • Technology Readiness – Level 3 – The technology is already in use at some commercial nuclear sites and the program architecture and logic is easily transferable and customizable across nuclear facilities.
  • Implementation Proficiency – Level 3 – Implementation of the Enhanced Prioritization and Reporting Smart Application (PE PRO and QRI Tracker) does not require knowledge in implementing digital technologies, just software and coding expertise.

Description

Procurement Engineering organizations are responsible for maintaining the Obsolescence and Critical Spares programs in addition to performing equivalency and commercial grade dedication engineering evaluations for all nuclear facilities in a fleet. Past operating practices relied heavily on verbal and email communication from various organizations at each facility within the nuclear fleet to ensure plant/fleet priorities are supported. PE PRO (Procurement Engineering Prioritization, Reporting, and Obsolescence) application was developed to interface with existing fleet data already available on the business network to assign real‑time priorities to all work items requiring support by the Fleet Procurement Engineering organization. QRI (Quality Receipt Inspector) tracker application was developed to assist QRIs with tracking dedications activities, material receipts, identifying cost savings opportunities, capturing real‑time cost saving efforts associated with dedication activities, and interfacing with Procurement Engineering when engineering input or support is required. These applications provide efficient and effective means to ensure that the replacement equipment/item is identified, approved, and delivered to the plant/site for use prior to its need date supporting timely replacement of equipment/items and enhancing equipment reliability and safe unit operation.

Benefits

Benefits Estimate

Level 2 – Savings are greater than $1 million but less than $5 million per year (inclusive) per fleet (based on a fleet of 11 units). Savings are driven by the volume and type of ongoing Procurement Engineering and commercial grade dedication activities for each site.

Benefits Description

  • Reduction in commercial grade dedication costs by leveraging existing dedication packages for procurement of similar equipment.
  • Increased equipment reliability and safe unit operation because the prioritization method and the QRI tracker promotes timely replacements to support maintenance and emergent work.
  • Increased cost savings by enabling efficient and effective tracking and trending of procurement costs and savings contributions.
  • Optimized resource loading by enabling efficient and effective work load prioritization, tracking, and trending.

Costs and Schedule

Cost

Level 3 – Implementation cost of a smart fleet procurement system is less than $1 million, specifically, less than approximately $200,000.

Schedule

Less than six months.

Scope Context

Per fleet/utility. Cost and schedule estimates are based on the assumption that the utility has the software and coding expertise to develop the applications or has leveraged applications from previous implementations. Estimates also include the training necessary to implement the applications.

Risks

If the database algorithm for calculating priorities is not properly configured and tested, then the prioritization may be incorrect and lead to project delays and impact unit performance. Consulting with maintenance and other shareholders for their input as well as validating the data used to calculate the priorities will help mitigate this risk.
